Health insurance exchanges, if properly sized and structured, can be powerful mechanisms for expanding consumer choice and disciplining the U.S. health insurance market. Designed correctly, as the State of Wisconsin's Employee Health Plan has demonstrated in Dane County, exchanges are capable of lowering the growth of health care costs and improving quality. David Riemer, who helped design the Wisconsin employee health plan, and now serves as Director of Public Policy for Community Advocates in Milwaukee, will speak about what it takes to create a successful exchange. Riemer has recently written on this, in collaboration with Professor Alain Enthoven, in the New York Times.
