Dr Max Abrahms, a fellow at the Dickey Center for International Understanding, based in Dartmouth College (US), considers whether terrorism is an effective tool of political change. Specifically, Dr Abrahms examines the impact of Al-Qaeda's use of terrorism on US policymaking.
