In the wake of passage of health reform bills in the House and Senate, I will address the key issues and features of health reform legislation, discussing the motivations for reform and the challenges it is designed to address. Critical to health reform will be the features intended to limit cost growth. I will discuss the likely effects of such features and the implications for the long-term success of health reform.
