CISAC offers a multidisciplinary fellowship program to promote policy-relevant research in homeland security. The Center, part of the Freeman Spogli Institute for International Studies at Stanford University, serves as a forum for scholars, government officials, military officers, and business leaders to explore innovative solutions to complex international problems in a collegial environment. Visiting fellows spend the academic year at Stanford University, where they will participate in seminars, interact with each other and faculty and researchers, and will be expected to produce a research product (e.g., dissertation chapters, draft articles, a book manuscript).
Research Topics
The Center is especially interested in research projects that explore ways to facilitate organizational learning to help strengthen U.S. homeland security capability. Suitable topics may include, but are not limited to:
- historical interactions and competitive learning between state and non-state organizations
- causes and prevention of terrorism
- learning from:
- operations research, decision analysis, and other analytic tools
- military and other exercises and simulations
- history, including U.S. civil defense and disaster prevention and response
- engineering failures
- success and failure in intelligence and forecasting
Eligibility
The Center invites predoctoral candidates, postdoctoral scholars, scientists, engineers, or professionals who have demonstrated excellence in their field to apply. The Center welcomes applications from military officers or civilian members of the U.S. government, members of the military or diplomatic services from other countries, and journalists interested in international security issues. Applications from women and minorities are encouraged. Applicants may apply for other CISAC fellowships simultaneously.
Stipend
Stipends, with health insurance, are awarded for up to a nine-month period; the amount is determined on a case-by-case basis commensurate with experience.
