Siegfried Hecker provides testimony to Congress on governance of nuclear security

Siegfried Hecker provides testimony to the House Subcommittee on Strategic Forces Arms Services Committee of the House on governance, oversight and management of the nation's nuclear security enterprise. Hecker says the current system of management is no longer "deliberate, innovative and successful," due primarily to the demands of Congress for greater accountability.
