Terrorism remains a thorn in every U.S. president's side

CISAC and FSI Senior Fellow Martha Crenshaw outlines how every president since Jimmy Carter has had their foreign policy legacy tarnished by terrorism. Crenshaw explains that the challenge for presidents is in forming a consistent and logical counterterrorism policy, one that goes beyond ad-hoc responses to individual events. Terrorism is disruptive to presidents mainly because of its emotional toll on the public, not due to failings of domestic politics.
