Elizabeth Gardner is CISAC's associate director for administration and external affairs. She was first introduced to the world of international security and arms control through CISAC, while she was a Stanford undergraduate. After Stanford, she obtained an MS from Georgetown University. She joined the U.S. Department of State in 1988, working as a foreign affairs officer in the Office of NATO Affairs, helping craft and articulate U.S. and NATO policy in the Conventional Armed Forces in Europe multilateral negotiations. While working for the State Department, she was seconded to the office of Senator Al Gore (D-TN), where she worked with the senator and his staff on defense procurement, arms control, and foreign policy issues.

After leaving the State Department, she returned to Capitol Hill to work on the personal staff of Senator Joseph R. Biden, Jr. (D-DE) and as a professional staff member of the Senate Committee on Foreign Relations.

In 1992 Gardner moved to California and became vice president of Town Hall Los Angeles, Southern California's leading public policy education forum. From there, she went on to be vice president of Consensus Planning Group, a government and community relations consulting firm. In 1998 she joined the Pacific Council on International Policy (PCIP), the west coast partner of the Council on Foreign Relations.

She joined CISAC in September 2002.
