Research Interests
international relations and national security; organizational decision-making; science and technology policy; biological warfare and biodefense


Frank Smith earned his doctorate in political science from the University of Chicago in 2008 and was a postdoctoral fellow at CISAC. His research examined military and civilian decisions about biological warfare and tests different theories about the sources of military research, development, and doctrine, as well as the rise of civilian biodefense. In addition, he has worked on a variety of projects that address technology and national security at the RAND Corporation, Argonne National Laboratory, and the Defense Intelligence Agency. He earned his BS in biological chemistry from the University of Chicago in 2000.
