Todd Wagner is a consulting associate professor in Health Research and Policy, a CHP/PCOR fellow, and a health economist at the VA Palo Alto Health Care System, where he is affiliated with the Health Economics Resource Center, the Center for Health Care Evaluation, and the Cooperative Studies Program Coordinating Center. His research focuses on cost-effectiveness and cost-benefit analysis, including the measurement of willingness to pay (contingent valuation). He does research in the area of consumer health information, including the price elasticity of demand and the effect of using health information on medical utilization and quality of life. He also studies the determination of medical necessity, access to care for vulnerable populations, and quality of life measurement. He received a BA from the University of Michigan and a PhD from the University of California at Berkeley.
