Need for Systems Analysis in the US Intelligence Community

Our national decision makers need intelligence information more than ever because the threats to our national interest are more complicated, more rapidly changing and more globally distributed. Furthermore, the Intelligence Community (IC) must do more With less. It must provide broader geographic, cultural, and topical coverage with less budget. This means that current resources must operate smoothly together to ensure a responsive flow of information to decision makers. It also means that resource allocation decisions must be made wisely--based on the contributions to current and future intelligence needs rather than historical spending patterns. The Director of Central Intelligence (DCI) has many responsibilities to the President and Congress and needs a staff group to perform the system analysis and develop the rationale that wise decisions require.
